At Adilabad Rythu Garjana, KTR Demands ₹10,000 Per Acre Ex-Gratia for Distressed Farmers

The Rythu Garjana Sabha organised by the Bharat Rashtra Samithi (BRS) at the District Institute of Education and Training (DIET) grounds in Adilabad marked a major escalation in the opposition’s grassroots campaign against the Congress government in Telangana. Addressed by BRS Working President K. T. Rama Rao (KTR)

alongside local legislators and senior party functionaries, the rally was structured around farmer distress, unfulfilled poll guarantees, and regional economic neglect in northern Telangana.

Mobilisation and the Adilabad Battleground

Adilabad and the broader northern Telangana belt have historically served as critical political bellwethers. Following electoral setbacks in both the assembly and parliamentary elections,

the BRS utilised the Adilabad platform to rebuild its rural mass base.

Thousands of farmers, party workers, and agricultural labourers gathered at the DIET grounds. Before mounting the stage, KTR met with local agrarian delegations and extended financial assistance of ₹1 lakh each to the families of children who tragically lost their lives in a recent fire incident at Adilabad’s Rajiv Gandhi Institute of Medical Sciences (RIMS), highlighting governance failures in state healthcare delivery.

“A Man-Made Drought”: KTR’s Core Indictment

The central premise of KTR’s address was the characterisation of the prevailing agrarian strain not as a natural calamity, but as an administrative catastrophe engineered by the Congress government.

  • Neglect of Irrigation and Water Management: KTR argued that during the decade of K. Chandrashekar Rao’s (KCR) governance, proactive management of reservoirs, lift irrigation schemes, and tail-end canal water distribution shielded Telangana farmers from severe dry spells.

  • He alleged that under Chief Minister A. Revanth Reddy, key irrigation canals were deliberately left dry or mismanaged to avoid crop procurement obligations and bonus payouts.
  • “Congress Means Drought”: Invoking political history, KTR asserted:

  • “Historically in Telangana, Congress governance has meant drought, power cuts, distress, and migration, whereas the KCR administration delivered continuous power, overflowing reservoirs, and dignity to the farming community.”
  • Demand for Drought Declaration: The BRS leadership demanded that the state government immediately declare Adilabad and adjacent affected pockets as drought-hit regions and disburse ex-gratia compensation of ₹10,000 per acre for withered crops.

Attack on the Six Guarantees and Crop Loan Waiver

A significant portion of the speech targeted the non-implementation of Congress’s pre-election commitments to rural voters:

┌─────────────────────────────────────────────────────────────┐
│ KEY CHARGES AGAINST CONGRESS │
├─────────────────────────────────────────────────────────────┤
│ • Incomplete Crop Loan Waiver: Conditional exclusions │
│ • Rythu Bharosa Stalled: Delay in financial assistance │
│ • Bonus Denial: Fine rice bonus denied to broader crops │
│ • Power Fluctuations: Resurgence of rural load shedding │
└─────────────────────────────────────────────────────────────┘
  1. Crop Loan Waiver Discrepancies: KTR accused the government of betraying the farming community through restrictive eligibility conditions, claiming that while the administration boasted of a blanket ₹2 lakh waiver,
  2. hundreds of thousands of farmers across Adilabad, Boath, and Asifabad remained burdened with uncancelled bank debts.

  1. Rythu Bharosa Delays: The rally highlighted the stagnation of input subsidies, pointing out that tenant farmers, who were promised expanded coverage under the Congress manifesto, were left entirely abandoned without official identification or direct benefit transfers.

  1. Paddy Bonus Evasions: KTR questioned why the promised ₹500 bonus was restricted narrowly to fine-grain rice varieties (sanna biyyam), completely bypassing coarse paddy varieties predominantly cultivated across poorer and rainfed terrains.

Industrial Neglect: CCI Adilabad and Singareni

Broadening the scope from agriculture to the local economy, KTR raised the long-standing demand for the revival of the Cement Corporation of India (CCI) factory in Adilabad.

  • Dismantling State Assets: He condemned both the central and state leadership for facilitating the physical dismantling and auction of the CCI unit rather than reviving an asset that could generate thousands of direct and indirect jobs for local youth.
  • Singareni Collieries Under Strain: KTR alleged that administrative decisions and irregularities in coal allocations were systematically weakening the state-owned Singareni Collieries Company Limited (SCCL), threatening northern Telangana’s industrial spine.
  • Industrial Flight: He alleged that major industrial investments meant for Telangana were being systematically ceded or diverted to Gujarat due to political compromises between state leadership and the Centre.

The Dual Target: “Congress and BJP Are Partners in Neglect”

In an attempt to prevent the BJP from capturing the anti-incumbency vote, KTR cast both national parties as collusive entities operating against Telangana’s regional interests:

  • Questioning BJP MPs: KTR directly challenged the BJP’s elected representatives from Adilabad and surrounding northern constituencies, questioning why national project status had not been granted to major state irrigation projects.
  • Unkept Central Promises: He highlighted the absence of promised federal educational institutions, tribal universities, and medical facilities for Adilabad under central budgets.

  • Friendly Opposition Allegation: KTR charged that local BJP leaders had failed to hold Chief Minister Revanth Reddy accountable on agrarian distress, arguing that only a regional force like the BRS carries the uncompromised mandate to defend Telangana’s rights.

Political Takeaways and the BRS Comeback Narrative

The Rythu Garjana rally in Adilabad forms part of an aggressive, issue-based mass mobilisation plan designed to re-energise the BRS cadre. By grounding the party’s revival pitch in acute agricultural distress—an arena where KCR built his original political equity—

KTR sought to shift the political conversation away from post-poll controversies and back to bread-and-butter rural economics.

Urging the gathering to withstand current difficulties and remain steadfast, KTR concluded by declaring that the electorate’s patience with Congress’s unkept promises was already wearing thin, setting up the ground for a decisive political counter-offensive across Telangana’s rural hinterland.
